The Civic Sentinel Framework is a governance telemetry system designed to measure the structural tension inside the American constitutional order.
It doesn’t predict elections or judge policy; it quantifies how power behaves when stress is applied to the rule of law.
The framework is built around a modular nine-file core, versioned as v2.6.1, representing a minimal and complete architecture.
Each file plays a specific role:

- CCSI_Engine.md – the computational core defining weights, formulas, and validation bands for all indices.
- CST_Master_Index.md – the registry and checksum file that guarantees version integrity across the bundle.

- Project2025_Crosswalk.md – a policy-lever matrix translating real-world signals into measurable constitutional impact.
- Amicus_Log.md – structured summaries of judicial filings and amicus briefs that illuminate evolving legal boundaries.
- Civic_Sentinel_Briefs.md – concise daily summaries of constitutional weather derived from each scan.
- Templates.md – the prose and visual design schemas that generate all output documents.
- learn_quotes.py – a micro-module that adds dynamic footer quotations to reinforce civic literacy.
Two additional documents, MIGRATION_CHECKLIST.md and README_CORE.md, serve maintenance and orientation functions.
Together, these components form a self-validating observatory that records the day-to-day health of separation of powers, oversight, and public trust.
II. How It Works
The engine runs in discrete daily cycles.
Each cycle follows a scan-analyze-record triad.
1. Scan
Automated or manual ingestion of real-world data from reliable sources (judicial dockets, legislative actions, executive orders, watchdog reports, and credible media).
Each finding is logged under “New Items to Track” inside the Scan Pack, tagged by constitutional article.
2. Analyze
The CCSI Engine applies weighted equations:

These three indices measure constitutional strain (CCSI), legitimacy asymmetry (LAI), and insurrection-risk probability (IAPI).
The results are categorized into zones – Guarded, Elevated, High, High-Critical – enabling day-to-day continuity of measurement.
3. Record
Each new scan produces:
- Tracker Inserts – short entries appended to the Constitutional Cases Tracker or Amicus Log.
- Cross-walk Signals – levers within Project 2025 Crosswalk showing directional movement of institutional power.
- CST Index Cues – the numerical deltas that feed back into the CCSI engine for recalibration.
- Civic Sentinel Brief – a one-paragraph constitutional weather report summarizing the day’s movement.
Integrity is enforced through CST_Master_Index.md, which stores the framework version, file list, and hash placeholders.
Every exported Scan Pack carries those checksums forward, ensuring reproducibility.
III. Why It Exists
The Civic Sentinel was conceived to fill the vacuum between journalism and jurisprudence – a place where governance stress can be monitored empirically before it becomes institutional failure.
