The Civic Sentinel Framework: A System for Measuring Constitutional Strain

  8. Templates.md – the prose and visual design schemas that generate all output documents.
  9. learn_quotes.py – a micro-module that adds dynamic footer quotations to reinforce civic literacy.

Two additional documents, MIGRATION_CHECKLIST.md and README_CORE.md, serve maintenance and orientation functions.

Together, these components form a self-validating observatory that records the day-to-day health of separation of powers, oversight, and public trust.


II. How It Works

The engine runs in discrete daily cycles.
Each cycle follows a scan-analyze-record triad.

1. Scan

Automated or manual ingestion of real-world data from reliable sources (judicial dockets, legislative actions, executive orders, watchdog reports, and credible media).
Each finding is logged under “New Items to Track” inside the Scan Pack, tagged by constitutional article.

2. Analyze

These three indices measure constitutional strain (CCSI), legitimacy asymmetry (LAI), and insurrection-risk probability (IAPI).
The results are categorized into zones – Guarded, Elevated, High, High-Critical – enabling day-to-day continuity of measurement.

3. Record

Each new scan produces:

  • Tracker Inserts – short entries appended to the Constitutional Cases Tracker or Amicus Log.
  • Cross-walk Signals – levers within Project 2025 Crosswalk showing directional movement of institutional power.
  • CST Index Cues – the numerical deltas that feed back into the CCSI engine for recalibration.
  • Civic Sentinel Brief – a one-paragraph constitutional weather report summarizing the day’s movement.

Integrity is enforced through CST_Master_Index.md, which stores the framework version, file list, and hash placeholders.
Every exported Scan Pack carries those checksums forward, ensuring reproducibility.
