The Lean Integrity and Transparency Amendment
Government asks citizens to follow the law.
Government should also be able to explain its own actions.
This citizen-written constitutional proposal is built on a simple principle:
Public power should be able to explain itself.
The amendment does not create a large new bureaucracy. It strengthens accountability using existing institutions, public records, written explanations, conflict disclosures, whistleblower protections, and judicial review.
What Problem Does It Solve?
Many citizens across the political spectrum worry about:
- Government decisions that cannot be clearly explained.
- Missing, hidden, or inaccessible public records.
- Conflicts of interest among public officials.
- Retaliation against whistleblowers.
- Emergency powers exercised with little transparency.
- Growing public distrust in institutions.
This proposal addresses those concerns without expanding government bureaucracy.
What Would It Do?
Make Government Show Its Work
Public authorities would be expected to identify the facts, evidence, legal authority, or official records relied upon when making important public decisions.
Protect Whistleblowers
People who report corruption, abuse, serious incompetence, or misuse of power in good faith would receive legal protection from retaliation.
Require Disclosure of Interests
Public officials would disclose relevant financial, organizational, and personal interests and update those disclosures regularly.
Improve Access to Public Records
Citizens would receive timely responses to records requests, written explanations for denials, and access to appeal and judicial review.
Protect Public Records
Official records and communications concerning public business would remain subject to preservation requirements, even when conducted through private devices, encrypted applications, or future communication technologies.
Increase Emergency Transparency
Emergency actions would require written justification identifying the factual and legal basis for the exercise of extraordinary powers.
Create a Habit of Constitutional Self-Review
Every decade, the political system would formally consider whether constitutional review is necessary, encouraging peaceful and orderly reform rather than crisis-driven change.
What This Proposal Does NOT Do
- It does not create a new national police force.
- It does not create a large federal bureaucracy.
- It does not favor any political party.
- It does not target any specific politician or administration.
- It does not replace elections, courts, legislatures, or existing constitutional safeguards.
The Core Idea
This proposal is not a revolution of government.
It is a discipline of governance.
Public actions should be traceable.
Public records should be reachable.
Conflicts should be visible.
Whistleblowers should not stand alone.
Power should leave an audit trail.
